Dmytro Lubinets, the Verkhovna Rada Commissioner for Human Rights, predicts heated discussions regarding the constitutionality of President Volodymyr Zelenskyy's initiative on multiple citizenship.

Lubinets announced this in the Telegram channel, Ukrainian News Agency reports.

"Someone says that the Constitution directly prohibits having two passports, but there will definitely be experts in the field of constitutional law who will definitely say: no, our Constitution allows having dual, multiple citizenship," he said.

As Ukrainian News Agency earlier reported, on Monday, January 22, President Volodymyr Zelenskyy introduced a bill on the introduction of multiple citizenship to the Verkhovna Rada. According to Zelenskyy, this will make it possible to have Ukrainian citizenship for all ethnic Ukrainians and their descendants from different countries of the world, except for citizens of russia.

According to Article 4 of the Constitution of Ukraine, there is a single citizenship in Ukraine, the grounds for acquiring and terminating Ukrainian citizenship are determined by law.

Changes to the Constitution during martial law are not possible.

The Cabinet of Ministers has agreed on draft decrees of President Volodymyr Zelenskyy on the dismissal of the Chairman of the Zaporizhzhia Regional State Administration Yurii Malashko and the appointment of the mayor of Melitopol Ivan Fedorov to this post.

The representative of the Cabinet of Ministers in the Verkhovna Rada Taras Melnychuk announced this on his Telegram channel, Ukrainian News Agency reports.

"The Cabinet of Ministers of Ukraine: appointed Fedorov Ivan Serhiiovych as the Chairman of the Zaporizhzhia Regional State Administration. Malashko Yurii Anatoliiovych was dismissed from the post of the Chairman of the Zaporizhzhia Regional State Administration," he wrote.

As Ukrainian News Agency earlier reported, Zelenskyy in February 2023 appointed Yurii Malashko as the Chairman of the Zaporizhzhia Regional State Administration.

Malashko was previously the acting head of the Anti-Terrorist Center under the SSU, the head of the Joint Center for the Coordination of Search, Release of Illegally Deprived Persons in the Area of ​ ​ National Security and Defense, Repulsing and Deterring Armed Aggression of the russian federation in the Donetsk and Luhansk Regions under the SSU.

Fedorov, 35, has been the mayor of Melitopol since December 2020.

During the russian-Ukrainian war after the occupation of Melitopol in March 2022 by russian troops, he refused to cooperate with the invaders.

On March 11, he was kidnapped by the russian military.

After six days of captivity, Fedorov was exchanged for 9 captured russian soldiers.

Zelenskyy suggests Rada establish voluntary receipt of russian passport basis for loss of Ukrainian citizenship

President Volodymyr Zelenskyy has suggested that the Verkhovna Rada establish the voluntary receipt of a passport of the russian federation (aggressor state) the basis for the loss of Ukrainian citizenship.

This is stated in bill No. 10425 "On some issues in the field of migration regarding the grounds and procedure for the acquisition and termination of citizenship of Ukraine," Ukrainian News Agency reports.

Also, the basis for the loss of Ukrainian citizenship is:

- the use by an adult citizen on the territory of Ukraine of a foreigner's passport document, the consequence of which is the creation of threats to the national security of Ukraine;

- acquisition by a person of citizenship of Ukraine due to the presentation of false information, forged documents, concealment by a person of any material fact, in the presence of which, in relation to a person, a decision could not be made to accept the citizenship of Ukraine, deception or non-fulfillment of the obligation taken by a person to terminate foreign citizenship, either in the declaration of renunciation of foreign citizenship and recognition of himself only as a citizen of Ukraine, or non-fulfillment of the obligation to pass exams;

- establishment of the fact of the person's military service under the contract in the russian federation;

- the entry into force of the guilty verdict of the court against persons, in particular, convicted in Ukraine for committing a crime against the foundations of national security of Ukraine, against the peace, security of humanity and international law and order;

- participation in armed aggression against Ukraine as part of the armed formations of the russian federation.

At the same time, according to the bill, the following cases are not considered voluntary acquisition of other citizenship:

- simultaneous acquisition by a child on the birth of citizenship of Ukraine and citizenship of another state or states;

- acquisition by a child who is a citizen of Ukraine of citizenship of his adopters due to adoption by foreigners;

- automatic acquisition of another citizenship by a citizen of Ukraine due to marriage to a foreigner;

- automatic acquisition by a citizen of Ukraine who has reached adulthood of another citizenship due to the application of legislation on citizenship of a foreign state, if such a citizen of Ukraine has not received a document confirming the citizenship of another state.

As Ukrainian News Agency earlier reported, Zelenskyy introduced a bill on multiple citizenship to the Rada.

Cabinet to allocate UAH 34 million for repair of camp for russian POWs - MP Honcharenko

The Cabinet of Ministers will allocate UAH 34 million to the Ministry of Justice for the repair of a camp for the detention of russian prisoners of war in the Vinnytsia Region.

Member of Parliament from the European Solidarity faction Oleksii Honcharenko has written this on his Telegram channel, Ukrainian News Agency reports.

"The Cabinet of Ministers allocates UAH 34 million to the Ministry of Justice for the overhaul of the Zakhid 2 (West 2) camp for the detention of prisoners of war," said Honcharenko.

He gave no other details.

As Ukrainian News Agency earlier reported, in November, the Cabinet of Ministers allocated UAH 3.2 million to the Ministry of Justice for repurposing the Mohyliv-Podilska penal colony in the Vinnytsia Region for a prison camp (Zakhid 2 (West 2) camp).

In Ukraine, the first camp for prisoners of war of russians West 1 appeared in May 2022, it is located on the basis of a penal colony in the Lviv Region.

The Cabinet of Ministers transfers UAH 9.6 billion from revenues to the state budget of personal income tax from the military for the procurement of weapons, equipment and ammunition.

Prime Minister Denys Shmyhal announced this at a government meeting, Ukrainian News Agency reports.

He recalled that last fall, the executive and legislative authorities harmoniously decided to redirect personal income tax funds paid by the military from the budgets of communities to the special fund of the state budget.

"Thus, this year we received an additional resource - plus UAH 51 billion for the development of the military-industrial complex and more than UAH 43 billion for the production of drones. At the same time, it was decided that 10% of the military personal income tax would be sent directly to military units. Therefore, today we transfer UAH 9.6 billion to the Defense Forces for the purchase of weapons, equipment, ammunition, and protective equipment," he said.

Shmyhal assured that the financial capacity of the communities was not affected.

According to him, in 2023 they received UAH 43.8 billion more to their budgets than in the year before last, the state also transferred about UAH 184 billion in the form of transfers.

As Ukrainian News Agency earlier reported, on January 19, Shmyhal said that the Cabinet of Ministers decided to allocate a record UAH 17.5 billion for the arrangement of defense lines.

According to the Prime Minister, these funds will be allocated for the construction of engineering and fortifications, relevant equipment and a system of non-explosive barriers.

In November, the Verkhovna Rada approved a law that directs personal income tax of the military to the state budget instead of local budgets for directing to military needs.

5,000 trucks left for Poland after suspension of border blockade

After the suspension of the blockade on January 17 of the three checkpoints Dorohusk-Yahodyn, Hrebenne-Rava-Ruska and Korczowa-Krakovets, almost 5,000 trucks left for Poland.

This was announced by the Vice Prime Minister for Reconstruction - the Minister of Development of Communities, Territories and Infrastructure, Oleksandr Kubrakov, on Facebook, Ukrainian News Agency reports.

According to him, the largest checkpoint Yahodyn has restored its capacity at the level of 600 trucks per day.

"This indicator is even higher than it was before the blockade. The number of trucks leaving through Krakovets and Rava-Ruska is increasing. We are evaluating the effectiveness of the decision at Nyzhankovychi - Malhowice, where registration in eCherha is temporarily suspended. While the checkpoint does not work at full capacity, but must pass 150 empty trucks per day, as was the case during the operation of eCherha. It is important that all checkpoints work at maximum capacity," Kubrakov noted.

As Ukrainian News Agency earlier reported, Polish transporters who previously blocked three checkpoints on the border with Ukraine, in agreement with the Polish government, decided to suspend their protest until March 1.

On November 6, 2023, Polish carriers started a strike at the border with Ukraine in order to block the movement of Ukrainian freight transport.

As of 08:00 a.m. on Tuesday, January 23, russia keeps 10 ships on combat duty in the Black Sea, including 2 Kalibr cruise missile carriers with a total salvo of up to 14 missiles.

This was announced by the command of the Naval Forces of the Armed Forces of Ukraine on the Telegram channel, Ukrainian News Agency reports.

"There are 10 enemy ships in the Black Sea, including 2 Kalibr cruise missile carriers, a total salvo of up to 14 missiles; in the Sea of Azov - 1 enemy ship; in the Mediterranean Sea - 2 enemy ships, including 1 Kalibr cruise missile carrier, the total salvo is up to 8 missiles," the message says.

During the day, in the interests of the Russian Federation, passage through the Kerch Strait was carried out by:

- to the Sea of Azov - 4 vessels;

- to the Black Sea - 18 vessels, of which 8 continued their movement in the direction of the Bosphorus Strait.

Head of the State Migration Service Natalia Naumenko believes that multiple citizenship initiated by President Volodymyr Zelenskyy does not contradict the Constitution of Ukraine.

Naumenko said this on the air of the national telethon, Ukrainian News Agency reports.

She noted that many law experts believe that when implementing multiple citizenship, it is not necessary to amend Article 4 of the Constitution of Ukraine, which treats the issue of single citizenship.

"For our part, we were also interested in this issue and studied the transcript of the Verkhovna Rada at the time when the Constitution was adopted and what the legislator was putting into the issue of single citizenship. From our point of view, the issue of single citizenship included the inability to have citizenship, except for Ukrainian, within the framework of the administrative-territorial structure of Ukraine. What does it mean? That there can be no citizenship of the city of Kyiv, Luhansk Region, Donetsk Region or Crimea. Actually, this suggests that this is the single citizenship of Ukraine throughout Ukraine. But the fact that a person cannot have the citizenship of another state along with Ukrainian citizenship - this was not found in the transcripts when the Constitution was adopted," she said.

Naumenko noted that Zelenskyy’s initiative is aimed at attracting as much human capital as possible - Ukrainians to Ukraine, as well as financial capital.

She stressed that it is assumed that on the territory of Ukraine a citizen with multiple citizenship should use exclusively the passport of a citizen of Ukraine.

As of Tuesday morning, January 23, the russian losses in the war in Ukraine amounted to 960 occupiers per day, and the total number of losses of the russian army since the invasion began increased to almost 378,000 troops. In addition, the Armed Forces of Ukraine destroyed 22 tanks, 51 artillery systems and 59 armored fighting vehicles per day.

The total combat losses of the enemy from 02/24/22 to 01/23/23 were approximately:

personnel - about 377,820 (+ 960) people eliminated; tanks - 6,214 (+ 22) units; armored fighting vehicles - 11,548 (+ 59) units; artillery systems - 8,947 (+ 51) units; MLRS - 970 (+ 2) units; air defense means - 657; aircraft - 331 units; helicopters - 324 units; UAVs of operational and tactical level - 6,961 units; cruise missiles - 1,820 (+ 1) units; ships/boats - 23 units; motor vehicles and tank trucks - 11,956 (+ 65) units; special equipment - 1,409 (+ 12) units.

As Ukrainian News Agency earlier reported, as of Monday, January 22, russia's losses in the hostilities in Ukraine reached 830 occupiers per day. The total number of losses of the russian army since the beginning of the invasion made 376,860 troops. The United Nations Committee on the Rights of the Child intends to find out the number of Ukrainian children deported to russia or the territories occupied by it, as well as whether their rights to preserve their identity are respected.

Voice of America has informed about this, Ukrainian News Agency reports.

The UN Committee on the Rights of the Child - a group of 18 independent experts - will discuss the state of affairs in this matter within two days as part of a regular review.

"The committee intends to find out how many children were deported to Russia or Russian-occupied areas of Ukraine, as well as what Moscow has done to protect the right of such children to preserve their identity, including citizenship, name and family relations," the publication reports.

It is noted that the UN Committee sent a list of questions to moscow in the first half of 2023.

So far, only about 400 children have been repatriated.

The written response of the russian side, which was demonstrated to the press on January 19, reports that the placement is carried out "at the request of the children and with their consent."

The response does not indicate the total number of such children, but it is noted that we are talking about "children from national residential institutions for orphans and children left without parental care (about 2,000 people in total)," as well as children with Ukrainian citizenship.

It was also reported that in the second quarter of 2023, about 46,886 Ukrainian children will receive russian citizenship.

The UN calls on moscow to answer the question of what it is doing to remove obstacles preventing children from exercising their right to freedom of association and assembly, and to ensure that children are not punished for participating in demonstrations, especially against the war in Ukraine.

In a report sent to the UN Committee, NGO Human Rights Watch said it was concerned about issues of ensuring children's freedom of expression, their right to freedom of information, and discrimination related to gender identity and sexual orientation.

The UN Committee intends to discuss illegal or arbitrary detention of children, corporal punishment applied to them, as well as measures taken to preserve the cultural and linguistic identity of indigenous children.

The Pecherskyi Court of Kyiv imprisoned Roman Hrynkevych until March 17, with the alternative of posting a bail of UAH 500 million.

Hrynkevych Jr.'s lawyers have already announced that they will appeal the preventive measure.

Roman Hrynkevych, together with his father Ihor, is involved in the case of corruption during the purchase of clothes for the Ministry of Defense. It is previously known that Ihor Hrynvevych won a tender for the supply of clothing and food for the Ukrainian army through front companies, received money, but fulfilled his obligations either incompletely or with a long delay. With this, according to the version of the accusation, he caused damage to the state.

The number of people killed as a result of a missile attack on Kharkiv increased to 3 people, the number of injured - to 42.

The head of the Kharkiv Regional State Administration, Oleh Syniehubov, reported this on his Telegram channel.

"The number of wounded in Kharkiv has increased to 42 people. Among them are four children, their condition is of medium severity," he wrote.

According to the State Emergency Service, the occupiers targeted high-rise residential buildings, causing significant damage. An educational institution and other civilian infrastructure were also destroyed. There are people under the rubble.

Emergency workers rescued 27 people from the rubble. Information is being updated.

There were 5 fires with a total area of more than 400 square meters. Currently, rescuers are working on liquidation, inspecting damaged buildings, sorting out debris, and looking for people. Psychologists work on the ground.

One person was killed and another was injured in Pavlohrad, Dnipropetrovsk Region, as a result of a massive missile attack by the russian occupiers this morning.

The head of the Dnipropetrovsk Regional Military Administration, Serhii Lysak, announced this in his Telegram channel.

Initially, Lysak wrote about two killed people as a result of a missile attack. Later, he clarified that only one person was killed. The second person survived and is now under medical supervision.

The head of the Regional Military Administration did not specify what caused the death and injury of people, the impact of missiles or the fall of their debris as a result of the operation of air defense equipment.

We will remind, this morning the russian occupiers launched another massive missile attack on the territory of Ukraine.

In the attack, the occupiers used Tu-95MS and Tu-22M3 strategic aircraft. S-300/S-400 anti-aircraft missile complexes also fired.

Raiffeisen Bank has restrictions on servicing companies in the defense sector in accordance with the policy of the international group.

Ukrainian News Agency was informed about this by the press service of the bank.

Previously, information was spread on social networks that the bank was sending out letters demanding disclosure of information on the execution of defense orders (including a requirement to provide data on end use), and also, in the same letter, a demand to stop such operations.

The bank informed Ukrainian News Agency that Raiffeisen Bank does not in any way require the client to stop activities related to the defense sector.

But according to the policy of the international group (Austria is a neutral country) and correspondent banks, it has certain restrictions on servicing companies in the defense sector and the production of dual-use products.

This was announced by the General Staff of the Armed Forces of Ukraine on Facebook, Ukrainian News Agency reports.

Over the past 24 hours, the enemy has launched 3 missile and 65 air strikes, and fired 56 salvo rockets at the positions of Ukrainian troops and populated areas.

As a result of russian terrorist attacks, there are killed and wounded among the civilian population.

During the day, 68 combat clashes took place at the front.

In the Kupyansk axis, Ukrainian soldiers repelled 4 enemy attacks in the area of Synkivka settlement of the Kharkiv Region.

In the Lyman axis, Ukrainian soldiers repelled an attack by invaders near Terny, Donetsk Region, and another 5 attacks near Makiyivka, Bilohorivka, Serebrianske forestry, Luhansk Region.

The number of people injured as a result of the massive russian missile attack on Kyiv has increased to 22 people, 13 of them have been hospitalized.

This is stated in the message of the Kyiv City Military Administration with reference to Serhii Popko, head of the Kyiv City Military Administration, Ukrainian News Agency reports.

"As of 11:30 a.m., 22 people were injured as a result of a missile attack on Kyiv, 13 of them were hospitalized," Popko said.

Meanwhile, the State Emergency Service reported the consequences of the attack on the capital as of 11:30 a.m.

In the Sviatoshynskyi district:

- a high-rise building was damaged, 19 people were evacuated from the building.

- at another address, there was a fire in apartments with a total area of 30 square meters with the destruction of balconies from the 1st to the 5th floor. One injured person was found and transferred to medics, who are currently fighting for her life. In addition, 30 people were taken out into the fresh air;

- a fire broke out in a 2-story building with an area of 20 square meters;

- 5 cars were damaged.

A one-story non-residential building with an area of 150 square meters caught fire in the Pecherskyi district, currently the fire has been extinguished.

A 2-story building of a sports hall with an area of 300 square meters was partially destroyed in the Solomyanskyi district, 7 wounded were hospitalized.

In total, psychological assistance was provided to more than 30 citizens.

The death toll from a massive missile strike on Kharkiv increased to 6 people, another 51 people were injured.

The head of the Kharkiv Regional Military Administration Oleh Syniehubov announced this on his Telegram channel, Ukrainian News Agency reports.

"Unfortunately, as a result of the strikes of the russian federation, another 21-year-old woman was killed. The body of the deceased is being released from under the rubble of the house by rescuers. In total, 6 people were killed as a result of morning shelling of Kharkiv," he wrote.

In addition, 51 injured are currently known, in particular 4 children (10, 12, 14 and 17 years old) were injured.

Earlier, Syniehubov said that a family was under the rubble of one of the houses: a man, a woman and a child.

Employees of the State Emergency Service rescued the man, after which they continued to search for his wife and child.

The head of the Regional Military Administration recalled that on Tuesday at about 4:00 a.m. and 7:00 a.m., the russian occupiers attacked the Kyivskyi and Saltivskyi Districts of Kharkiv.

In total, there were about 12 combined strikes - with the S-300, Kh-32 and Iskander missiles.

SESU completes emergency rescue work in Kyiv after morning russian attack

The press service of the State Emergency Service of Ukraine (SESU) announced this on its Telegram channel at 4:40 p.m., Ukrainian News Agency reports.

On Tuesday, the rescue service received 176 reports of explosions and fires in the Sviatoshynskyi, Pecherskyi and Solomianskyi Districts of the capital.

Almost 200 rescuers and 40 pieces of equipment worked at 20 different locations.

As a result of the enemy missile attack, 22 people were injured, including 4 children, 12 people were hospitalized.

A total of 55 people were evacuated and rescued.

Psychologists of the State Emergency Service assisted about 80 citizens.

In the capital, 28 objects were damaged, including residential buildings, a medical institution, educational institutions and cars.

First cases of new subvariant of coronavirus strain recorded in Ukraine

According to the Ministry of Health, three cases of the virus were detected in the Sumy Region, two cases each in the Volyn and Cherkasy Regions, and one each in the Rivne and Zaporizhzhia Regions.

The department notes that among the patients in Ukraine, only one out of nine people had two vaccinations against COVID-19. Age of patients - 27-73 years.

Based on the clinical symptoms, doctors recorded a moderate or mild course of the disease. One person was hospitalized.

According to Ihor Kuzin, the chief state sanitary doctor, the SARS-CoV-2 virus is constantly mutating, evading the immune response and more quickly affecting weakened immunity.

The WHO has said that the risk of JN.1 to the public is low and that the vaccines used around the world against COVID-19 protect against the new subvariant.
